Alan Epstein Apartments (formerly Gateway Elton Street, Phase II)

Gateway Elton Street is a 3 phase multi-building mid-rise new development with affordable apartments and ground floor retail and community facility space that will serve as the neighborhood center of NYC’s ambitious new Gateway Estates community.  At completion, the Elton Street development will provide 659 apartments and approximately 70,000 square feet of ground floor commercial space, including a supermarket, childcare center, and convenience shops and restaurants.

In Phase I Hudson built 197 low-income rental apartments with 9,000 square feet of commercial space in 4 buildings. These buildings will serve households earning up to 60 percent of the area median income (AMI), with 40 units set aside for scattered site supported housing for people transitioning to independent living from institutions operated by the NYS Office of Mental Health (NYSOMH), with rent and case management support provided by Concern for Independent Living and PSCH. Phase II will be comprised of 175 low-income rental apartments with 24,000 square feet of retail space in 3 buildings. The final Phase III, planned to start construction in 2014, will consist of 302 apartments and 30,000 square feet of retail space.

As a participant in NYSERDA’s Multifamily Performance Program Green Affordable Component, these buildings are designed to meet or exceed NYSERDA’s energy-efficiency standard as well as the LEED for Homes Platinum rating.  A tight envelope of well-insulated exterior walls, high-efficiency boilers, Energy Star window appliances, unitized ventilation, and water saving fixtures will reduce energy and water waste and control costs both for tenants and for the long-term operation of the buildings.  Low-VOC paints and finishes, natural wood floors and cabinetry, and proper ventilation will promote healthy indoor air quality.  When completed the rooftops of Gateway Elton will carry over a million watts of solar photovoltaic panels, generating electricity to power the building’s common areas.

Hudson is leading a development partnership that includes Related Retail, which is expanding the adjacent Gateway Center shopping mall, and CAMBA Housing Ventures, Inc., the housing affiliate of a Brooklyn-based social services provider.  Hudson is working closely with NYCHPD on the acquisition, pre-development, and financing. Construction is being done by CH Builders LLC, a partnershíp with Cheever Development Company. Phase I buildings are fully leased. Phase II construction was started in March 2013.
