909 Atlantic Avenue and 1043 Fulton Street, Brooklyn

As part of Hudson’s redevelopment of the Brooklyn Heights Branch of the Brooklyn Public Library at 280 Cadman Plaza West, 114 units of Inclusionary and workforce housing will be built on two privately-owned sites within Community Board 2: 909 Atlantic Avenue and 1043 Fulton Street (the “Project”). The housing will range in affordability from 60 to 165 percent of the Area Median Income (AMI) and will require no additional capital subsidy.

Located in the historic and diverse Clinton Hill neighborhood, these buildings are a unique component of the 280 Cadman Plaza West project. The majority of the units will be built under the NYC Department of Housing Preservation and Development’s (HPD) Inclusionary Housing Program. Hudson will enter into regulatory agreements with HPD which will mandate rent stabilization for all 114 units, and require the Inclusionary units to be affordable for as long as the proposed residential units at 280 Cadman Plaza West stand. The residential units at 280 Cadman West Plaza building cannot receive their Temporary Certificate of Occupancy (TCO) until the two Project buildings have their TCOs.

Brooklyn Ecumenical Communities (BEC) will be the Project’s development consultant. Pratt Area Community Council (PACC) will market the apartments per HPD’s guidelines and supervise the lottery. Residents of Brooklyn Community Board 2 will have a 50 percent preference. Both PACC and BEC will be working with Community Board 2 and other local community organizations to inform residents of the lottery.

The buildings on Atlantic Avenue and Fulton Street are being designed by Marvel Architects. They will include studios to three-bedroom apartments with amenities such as washers and dryers in all units, gym facilities in both buildings, and common outdoor recreation spaces. 1043 Fulton will also include a small ground-floor retail space.
